Description
This position performs, directs and administers a wide range of highly technical engineering tasks related to the planning, design, financing, construction, maintenance and inspections of a variety of public works and private development projects while working closely and effectively with the Department of Public Works, Finance, Community Development Department as well as the City’s consulting engineers and private sector partners. The City Engineer reports directly to the Director of Public Services.
An employee in this position is required to perform the following essential functions with or without reasonable accommodation.
- Accurately reviews site plans, specifications and plans for various projects to determine adequacy of facilities and compliance with engineering requirements and standards.
- Performs specialized technical and administrative functions for various public improvement projects such as roads, sidewalks, storm water facilities, estimating project costs, unit rates of assessment and City share of costs for special assessment.
- Conducts studies and works with consultants, engineers and DPW to formulate plans for construction, renovations or alterations to various infrastructure to meet present and projected community needs.
- Maintains professional association and contact with contractors, general public, City Commission and City staff and respond promptly and meet with the same to resolve complaints and problems.
- Oversees the construction of privately funded and privately designed public infrastructure.
- Collaborates with Public Services Director in developing yearly departmental budget and maintains same within yearly allocation. Works closely with City management, Public Services team, and Finance Department to prepare long-range infrastructure plans.
- Attends Planning Commission meetings and provides engineering reports to Planning Commission, City Commission, and City management as requested. Attends public hearings and meetings as requested. Represents the City on technical committees and boards as requested or required.
- Reviews and approves all expansion of the sanitary sewer and watermain systems and coordinates activities with the City of Grand Rapids.

Supervisory Responsibilities
This position manages the following employees and is responsible for the performance management and hiring of these employees: Assistant City Engineer, Engineering Programs Coordinator, Seasonal Intern, Engineering Department Specialist, and various professional Consultants.
Minimum Qualifications and Required Knowledge, Skills and Abilities
- Registered Professional Engineer with the State of Michigan with a B.S. degree in Civil Engineering and 5 to 10 years of experience in public street and utility design, and project management.
- Michigan Department of Environmental Quality Certified Soil Erosion Officer, or ability to attain within 6 months of hire.
- Requires a valid State of Michigan driver’s license, satisfactory driving record and the ability to maintain one throughout employment.
- Ability to exercise good judgment, initiative and resourcefulness in dealing with the public, members, elected officials, community leaders and co-workers.
- Knowledge of relevant computer programs needed in the day-to-day function of this position.
